This concept of thermal storage with heat pumps is relatively new to the UK basically because existing heat pumps do not provide the high temperatures required for high volume thermal storage i.e. to store the maximum amount of energy in a thermal storage cylinder the temperature of the stored water needs to be as high as possible.
